French Cosmetics Industry Calls for Tariff Relief After Turnberry Deal

The French Federation of Beauty Companies (FEBEA) is calling on French and EU authorities to negotiate the removal of US tariffs on European cosmetics, following the European Parliament’s approval of the Turnberry Agreement, which sets a 15 per cent tariff on cosmetics entering the US. The rate follows a volatile period since 2025, when an initial 15 per cent tariff was briefly cut to 10% before rising again. FEBEA reports the US, still France’s top cosmetics export market with €2.35 billion in 2025 sales, saw a 19 per cent year-on-year decline, contributing to nearly €800 million in cumulative export losses since tariffs began. The organisation, representing over 300 mostly SME beauty manufacturers, warns continued barriers could further erode competitiveness and strain smaller businesses reliant on international trade.
